are the 4th Dimension MLP: FiM plushes a good quality plush? I'm eyeing one but I'd like opinions first

4th Dimension are hands down the best quality. You might be able to get one cheaper on ebay, but $24.99 is their retail, so that's not bad.

The Chinese bootleg ones have a far better character range and they're decent quality, but 4de is the best for the few characters they have. Unless you want an Applejack you can actually hug, because her hat is sharp as a knife practically.
